Universal core instruction is defined as the course of study deemed critical and provided to all students of a school or school system. Universal core instruction is standards based and differentiated as needed. It is a necessary foundation for tiered intervention support. As mandated by the Every Student Succeeds Act, curricula included in tier 1, universal core instruction must be research-based.
Tier 1 instruction is considered effective when 80% or more of students across populations demonstrate proficiency on universal screeners and other standards-aligned assessments, and 95% of students across populations maintained grade-level performance from screening period to screening period. Tier 1 universal core Instruction in a MTSS framework provides a path of learning acceleration for all students.

Accommodations | Adaptations that increase access to how students learn and engage the curriculum without altering expectations. |
Classwide Intervention | Instructional programs delivered to the entire class with instruction focused on standards and skills students should have already mastered. |
